Tax Consultant for Small Businesses (UMKM): Obligations After GR 20/2026 and When to Get Help
Small businesses (UMKM) are the backbone of Bali’s economy, from warungs and laundries to tour services, crafts, and food businesses in Denpasar. Yet many owners only learn about their tax obligations when a letter arrives from the tax office, or when a bank asks for tax returns on a loan application.
2026 is a turning point because of Government Regulation (GR) 20 of 2026, which amends GR 55/2022 on the final income tax for small businesses. This article summarises what changed, the day-to-day obligations, and when a small business should start using a tax consultant.
Who can still use the 0.5% final tax?
Under GR 20/2026, the 0.5% final tax on turnover is available only to:
- Individual taxpayers (sole proprietors),
- PT Perorangan (single-founder limited companies), and
- Cooperatives,
with gross turnover of no more than IDR 4.8 billion a year. CVs, firms, ordinary PTs, and village-owned enterprises are no longer eligible as new users. Entities already using the scheme can generally continue until their period ends, but anyone setting up a new CV or PT must calculate tax on profit from the start. We cover the changes in detail in our article on GR 20/2026.
Other points to understand:
- Turnover up to IDR 500 million a year is not taxed for individuals. The 0.5% applies only to turnover above that threshold within the same year.
- The time limit has been removed for individuals and PT Perorangan; cooperatives remain limited to four years.
- Turnover is combined. The turnover of an individual and their PT Perorangan is counted together, and all business income is included. Splitting a business into several entities to stay under the threshold no longer works.
A simple worked example
Komang runs a catering business as an individual in Denpasar, with turnover of IDR 900 million in 2026, evenly IDR 75 million a month.
- January to June: cumulative turnover IDR 450 million, below IDR 500 million, so no final tax yet.
- July: cumulative turnover IDR 525 million. The portion above the threshold is IDR 25 million, so July’s tax = 0.5% × IDR 25 million = IDR 125,000.
- August to December: 0.5% × IDR 75 million = IDR 375,000 a month.
Total final tax for the year: 0.5% × (IDR 900 million − IDR 500 million) = IDR 2,000,000, paid by the 15th of the following month.
0.5% is not always the cheapest
The final tax is charged on turnover, not profit. If margins are thin or the business is loss-making, the regular profit-based rate can be lighter. IKPI’s analysis of GR 20/2026 gives a break-even point: for a company using the Article 31E facility, profit-based tax only exceeds 0.5% of turnover when net profit margin is above roughly 4.55%. Businesses with lower margins are better off paying on profit.
For individuals, the comparison uses the progressive Article 17 rates after the non-taxable allowance (PTKP), so the answer differs for everyone. That is one reason a small business needs a calculation based on its own data, not averages.
Routine obligations
| Obligation | When | Notes |
|---|---|---|
| Record daily/monthly turnover | Ongoing | Minimum requirement for final-tax users; the basis for payments. |
| Pay 0.5% final tax | By the 15th of the following month | Only once cumulative turnover exceeds IDR 500 million (individuals). |
| Withhold employee Article 21 tax | Pay by the 15th, report by the 20th | If employees earn above PTKP. |
| Annual tax return | 31 March (individuals), 30 April (entities) | Still required even if all tax is final. |
| VAT registration (PKP) | When turnover exceeds IDR 4.8 billion | Must charge VAT and file monthly VAT returns. |
The most common small-business tax mistakes
- Not recording turnover. When an SP2DK is issued, the tax office can use third-party data such as bank mutations, marketplace data, or partner reports, which are often higher than real turnover because personal and business money is mixed.
- Mixing personal and business accounts. Transfers from family or sales of personal assets can be treated as turnover.
- Not filing the annual return because the tax is “already final”. Late filing costs IDR 100,000 for individuals and IDR 1,000,000 for entities.
- Noticing too late that turnover has passed IDR 4.8 billion. The VAT that should have been charged then has to be absorbed.
- Setting up a CV or PT without calculating the tax impact. Since GR 20/2026 this decision needs more care. See our comparison of PT Perorangan, CV, or PT for small businesses.
When should a small business use a tax consultant?
Not every small business needs a monthly retainer. As a rule of thumb:
- Occasional advice is enough if you are a sole proprietor with turnover under IDR 500 million and no employees. Keep good records and file the annual return.
- Consider routine support once turnover is above IDR 500 million, you have several employees, or you work with larger companies that withhold tax on your invoices.
- Strongly recommended if turnover is nearing IDR 4.8 billion, you plan to set up a CV or PT, you have received an SP2DK, or your books are several years behind.
A good tax adviser does more than file returns. They help set up record-keeping the owner can actually maintain, calculate the most efficient scheme, and warn you before you cross important thresholds. If you need bookkeeping tools as well, see our review of accounting software for businesses.
